What is the difference between a BOND issue and a LEVY issue?

The easiest way to think about it is that Levies are for Learning and Bonds are for Buildings.

LEVIES = LEARNING ENVIRONMENT

(Library Books, Curriculum, Staffing, Building Operation & Maintenance, and Needed Improvements, etc.)

BONDS = BUILDINGS - MAJOR CONSTRUCTION

(New Buildings, Major Renovations, etc.)

If approved, the district must spend the money as they stated they would on the ballot.  Therefore, Bond money can not be spent on learning and levy money can not be spent on buildings/construction.
